An accomplished figure in scientific research and development, Elizabeth “Beth” Roulette Baseler was last active as a part-time senior clinical project manager at Manpower, where she supported special projects at the Frederick National Laboratory for Cancer Research from 2023 until her retirement in 2025. In this role, she utilized her decades of expertise in clinical trial management for cancer and infectious diseases.
Ms. Baseler previously excelled from 1978 to 2022 at Leidos Biomedical Research, Inc. She began as a laboratory technician before advancing to manage a National Cancer Institute satellite cancer clinic for up to 15 years. During this time, she became involved in research on infectious diseases alongside Dr. Anthony Fauci. This culminated in her advanced position as directorate head of clinical monitoring for the research program directorate at the FNLCR. Here, her myriad responsibilities included leadership and management of more than 300 people, strategic planning, and overseeing the regulatory compliance of clinical protocols conducted by the National Institutes of Health, both in the United States and globally. In this capacity, she supported research in cancer, mental health, heart, lung, and blood disorders, HIV/AIDS, Lassa fever, malaria, Ebola, and later COVID-19.
Throughout her remarkable career, Ms. Baseler traveled to more than 29 countries to establish the infrastructure for clinical trials, ensure operational readiness during the conduct of specific trials, navigate diplomatic and negotiation challenges, and mentor the next generation of scientists and clinical researchers. Upon reflection, she has described her professional journey as one “shaped by doors opening and closing,” where unexpected opportunities led to meaningful work that she is proud to have accomplished. In addition to her primary endeavors, she also worked as an independent senior subject matter expert working on various proposals with Leidos Corporation through Winning Solutions.
Attributing her success to the support of her family and outstanding mentors throughout her life, Ms. Baseler was driven by a passion for biology, clinical research, and science from a young age. Growing up in a family of teachers, her parents laid the foundation for her inquiring mind. She earned a bachelor’s degree in biology from McDaniel College in 1978, after which she began her career working in a pancreatic cancer research lab. During her career, she further bolstered her credentials by earning a master’s degree in administration and management from Hood College in 1984. She and her husband, Dr. Michael Baseler, who worked for the same company and shared her love for the sciences, have been married for 25 years and together have eight children and eight grandchildren.
Looking toward the future, despite being retired, Ms. Baseler wants to serve as a mentor and be involved in women’s leadership groups.

Since retiring from the FNLCR in December 2022, Ms. Baseler has served as a senior project manager at Manpower supporting special projects at the FNLCR.
During the early stages of her career, Ms. Baseler gained valuable expertise in project operations, strategic planning, risk management, and more as the directorate head of clinical monitoring and research program directorate for Leidos Biomedical Research’s Frederick National Laboratory for Cancer Research. Between 1978 and 2022, she spearheaded complex and diverse clinical projects nationwide and internationally. Before establishing herself professionally, she earned a bachelor’s in biology from McDaniel College. Subsequently, Ms. Baseler expanded her knowledge by completing a Master of Science in administration and management from Hood College.
Driven by her commitment to staying informed about industry changes, Ms. Baseler has maintained her affiliation with the Society of Clinical Research Associates, the Regulatory Affairs Professionals Society, and the Association of Public Health. Her dedication to her community through Blessings in a Backpack, the Ocean City Reed Foundation, and Woman to Woman Mentoring, where she has volunteered as a mentor since 2024, serves as a shining example of selflessness and inspiration to all.
Given her professional achievements, Ms. Baseler won several Director’s Awards from the National Institutes of Health and the National Institute of Allergy and Infectious Diseases. Her career, filled with highlights, is a testament to her hard work and dedication. She takes the most pride in her journey from a basic laboratory technician to an executive director. Her most notable project was regarding the Ebola outbreak in West Africa from 2014 until 2016, during which time she was on the ground launching clinical trials that significantly contributed to the understanding and management of the disease.
While hard work and dedication have propelled her career, Ms. Baseler attributes her success to the unwavering support of her husband and family, the guidance of her parents, the mentorship of outstanding mentors, and her passion for biology and clinical research. Her future plans include continuing to work in her field through consulting and eventually documenting all her experiences and the valuable lessons she has learned.
